propose to erect in the ground of the Royal Observatory at Kowloon a two storeyed house containing flats for the two Assist- -ants to the Director costing approximately $16,000, and to charge rent at the rate of £35 a month for each flat. They are both married men,
and it is desirable that they should live in the
neighbourhood of the Observatory.

I enclose a list of the officers, who would
have a prior claim to the quarters at Leighton Hill, and the two officers, who would occupy the quarters at Kowloon. You will
observe that at present there are only eight officers for the former quarters, but there would be no difficulty in letting the remaining four flats possibly at a higher rental until there were
other officers eligible for them.

The financial aspect of the scheme including
the quarters at the Observatory is roughly as follows:-

The quarters would not be ready for occupation
the 1st. January, 1916, but during the year 1915 I am
